The PHP team released the second release candidates of PHP 5.3.9 and PHP 5.4.0 today:

The Windows team provides windows binaries for both releases which you find here:

Please ensure that the releases are solid and all things behave as expected! Test these release candidates against your code base and report any problems you encounter or successful tests you've run.

The third release candidates will be released on December 8.

PHP 5.3.9RC2のNEWSファイルとPHP 5.4.0RC2のNEWSファイルを見るとだいぶバグFIXされた数が減ってきてます。順調に行けば2週間後の2011/12/08にRC3がリリースされるようです。
