pecl4winは死んでる

らしいです。

pecl4win is dead and will not be restored anymore. In the next weeks, pecl.php.net will provide the DLLs based on releases instead of random snapshots, for each active branches (5.2, 5.3 and HEAD).

近々、pecl.php.netに統合予定だそうで。
